Around £1.8 million worth of cocaine and cannabis was seized by police from a lorry at Belfast Harbour.
The vehicle was stopped and searched in the early hours of Saturday morning.
A 36-year-old man and a 31-year-old woman have been arrested on suspicion of possession of Class A and Class B controlled drugs with intent to supply.
Detectives from the Police Service of Northern Ireland’s Organised Crime Unit conducted the operation.
Detective Chief Inspector Richard Thornton is appealing to anyone with information about illegal drug use or supply, to call police on the non-emergency number 101.
